Stretch tires
I worked in the research department of the textile manufacturer which first put Polyester chords in tires, and this is the way it was explained to me. If you go into a steel warehouse type building you will see rods connecting upright beams to horizontal beams on a 45 degree angle. This stabilizes the building so that it will not sway in high winds or an earthquake. For many years tires were built with layers of opposing 45 degree angle chords running from rim to rim, to keep them from swaying on cornering. The problem was that during cornering, the side walls were so stiff that the tires tended to lean on cornering. The edge of the tread on the inside of the corner, tended to lift up from the road, lessening the lateral traction, and allowing an early skid.

I have been drifting for several years now and practice smaller tires in my car. Have been using stretched tires on my 93 300zx for 2 years now and never worried about reliability. If you are trying to fit smaller tires, always check until you feel what looks good on what rim size, use this guide to stretch tires . You will need to know a little about tires to get a better understanding of this.
