Combine sour cream, milk, vinegar, oil, garlic, salt, and pepper. Chill for 2 hours. Clean asparagus. Then, cook in a small amount of boiling water in a covered saucepan for 4 minutes. Drain and place into cold water. Drain again and chill. Serve chilled asparagus with garlic cream dip garnished with chives.
