Directions:  
Cut the sirloin into strips about 1/2 inch wide and 2 inches long. Also, cut the onion and green pepper into strips.

Mix the oregano, garlic powder, chili powder, salt and pepper in a bowl. Cover the sirloin pieces in the seasonings by laying them in the bowl.

In a nonstick frying pan, cook the sirloin strips over medium heat for about 6 - 8 minutes. Add in the onion and green pepper and saute for about 5 minutes until the vegetables are tender. Then, add in the black beans and cook for 1 more minute.

Finally, place equal portions of the beef, vegetables and beans on each tortilla. Top each tortilla with diced tomatoes, shredded lettuce, cheddar cheese and salsa. Fold the tortillas and serve immediately.
