place flour, salt and pepper in freezer bag, add beef cubes and shake to coat. Heat oil in large pot then add floured beef to brown. add water and broth, potatoes and carrots. heat to boil then reduce to simmer. simmer for 90 min. add rosemary and frozen vegetables and simmer approx 30 min. more. serve immediately. May add onion, garlic powder or other seasoning to taste.
