Set oven rack in the center and preheat to 400 degrees F.

Spray muffin pan with non-stick butter/vegetable spray.

In a small saucepan, melt the butter and add onions and garlic. Cook til soft.

In mixing bowl, whisk together milk, eggs, bell pepper, jalapeno pepper, corn, cilantro. Whisk in the butter minuxture.

In seperate bowl, stir together cornmeal, flour, baking powder, baking soda, salt and sugar. Mix into the liquid mixture.

Divide among muffin slots and bake for 16 minutes.
