in large resealable plastic bag, combine 1 tsp of chili powder, 1/4 teaspoon salt, flour and black pepper. mix well, add chicken, toss to coat.

In large skillet, heat 2 tablespoon Olive oil. Add chicken and cook till brown on both sides, about 10 min. Set aside chicken and discard drippings.

In same pan, combine beans, undrained tomatoed, tomatoe juice, corn, uncooked rice, water, 1/4 tsp salt, 1/2 tsp chil powder, cayenne pepper and garlic to skillet. Bring to a boil. Arrange chicken on top of rice mixture. Reduce heat to medium low. Cook covered for 34-40 minutes or until chicken and rice are done. Serving equals 1 whole breast and 2/3 c mixture
