Preheat over to 350 degrees. Combine first 8 ingredients in a large bowl (add 1/4 cup onions and/or peppers too if desired). Remove 1 cup of chicken mixture. Set aside.
Heat large skillet over medium0high heat. 1 tortilla at a time, brush oil over both sides. Add tortilla to pan. Cook for 5 seconds on each side. Remove from pan. Arrange 1/2 cup chicken mixture down center of tortilla. Roll and place tortilla, seam side down in a 13 x 9-inch baking dish, coated with cooking spray. Repeat with other 7 tortillas. Spread remaining chicken mixture evenly over enchiladas. Cover and bake for 20 minutes. Uncover, sprinkle cheese and green onions over top. Bake an additional 5 minutes.
