In a Dutch oven or heavy pot, heat oil in a medium heat. Add cook; cook 3 minutes. Add garlic; stir for 30 seconds. Add barley; stir to coat. Add broth and bring to a simmer. Lower heat; simmer for 20 minutes.

Add carrots and parsnips. Cover and simmer for 15 minutes. Add chicken; simmer 5 minutes. Add dill, lemon juice, salt, and pepper. Serve.
