Directions:  
Trim fat and cut chicken thighs into bite size pieces.
Warm oil, add garlic and onion in wok skillet.
Brown chicken in seasoned oil.
Add pepper, salt and chili powder, stirring to mix seasonings.
Add soy, vinegar and water, cover and bring to a boil, stirring occasionally.
Reduce heat and simmer for 20-30 min.
