Preheat oven to 350 degrees. Lightly coat an 8X4X2 inch loaf pan with nonstick cooking spray.

In a large bowl, combine egg, salsa, sweet pepper, onion, 1/4 cup cilantro, and oats. Add ground turkey and ground sirloin, mix well. Lightly pat mixture into prepared loaf pan.

Bake 40 minutes. Spoon ketchup on top of meat loaf, spreading evenly. Bake 10 minutes more or until thermometer reads 165 degrees inserted into center.

Remove from pan to a serving platter with two long spatulas and slice. Serve topped with fresh salsa or additional cilantro.
