Cook orzo according to package directions. Drain and place into bowl. Stir in parsley and 1/4 teaspoon salt; cover and keep warm.
While orzo cooks, melt 1 tablespoon butter in a large skillet over medium-high heat. Add shrimp and saute 3 minutes. Transfer shrimp to a plate.
Melt remaining butter in pan. Add garlic; cook 30 seconds. Stir in shrimp, lemon juice, pepper; cook 1 minute. Serve shrimp over orzo.
