Cook ground beef, onion, pepper and garlic in a large saucepan. Drain off fat. Then, stir in the tomatoes (with the juice), beans, tomato sauce, chili powder, basil and pepper. Bring to boiling and reduce heat. Cover and simmer for 20 minutes
