Spray a large saucepan with non-stick spray.

Add onions, garlic and green pepper.

Cook and stir over medium heat until softened, about five minutes.

Add canned tomatoes, salsa and cumin, bring to a boil.

Reduce heat to low and simmer, uncovered for 10 minutes.

Stir in black and red beans and remove from heat.

Spray 13 X 9 baking dish with nonstick spray.

Spread 1/3 of bean mixture on bottom.

Cover with 1/2 of the tortillas and half of the cheese.

Spoon 1/3 of bean mixture on cheese, followed by remaining tortillas and last of bean mix.

Sprinkle with remaining cheese.

Cover and bake at 350 degrees for 35 minutes.

Top with tomato slices, green onions and 1 TB of sour cream per serving.
