Preheat oven to 450 degrees. In a Dutch oven, heat oil over high heat. Add mushrooms and cook for 3 minutes. Add scallion bulbs, garlic, 1/4 tsp salt, 1/4 tsp pepper. Cook for 4 minutes.

Season fish with remaining salt and pepper. Place fish on top of mushrooms. Transfer pot to the oven. Bake for 10 minutes. Remove fish and place pot back on stove top. Add scallion tops and cream. Bring to a simmer, and continue to simmer for 2 minutes. Top fish with sauce and serve.
