Heat the olive oil in a large skillet over medium-high heat, then cook onions, stirring, until softened, about 5 minutes. Add the garlic, ginger, jalapenos and spices, and cook, stirring, until the onions are browned. Transfer to slow cooker; add the tomatoes with their juice, tomato pates, water and kidney beans and stir to combine. Cover and cook on LOW for 5 to 6 hours.

Stir in the salt and the evaporated milk, cover and continue to cook on LOW for another 30 minutes.
