Preheat oven to 350. Spray non-stick spray on baking sheets.
Shift flour and baking soda into medium bowl. Stir in oats and cinnanmon and set aside.
In large bowl cream together butter/margarine and brown sugar. Stiff in egg whites, milk, and vanilla. Gradually add flour mixture, stirring well after each addition. Fold in raisins.
Drop by teaspoonfuls leaving 2" between cookies.
Bake for 10 to 12 minutes. Cool on sheets for 2 minutes. Remove to wire racks to cool completely.
