Place broth, water, five-spice powder, and garlic butter in medium saucepan. Cover and bring to a boil.
Stir in rice and return to a boil. Stir in water chestnuts, sunflower seeds, and carrots. Reduce heat to low and simmer 5 minutes.
Stir in onions. Remove from heat; cover and let stand 3 minutes. Fluff with fork.
