Dice potatoes

toss potatotes in olive oil

sprinkle potatoes with salt, pepper and garlic powder

place potatoes on sheet pan in 425º oven for about 10 minutes

stir potatoes after 10 minutes, may take 10 more minutes

while potatoes are cooking dice celery and onion, chop fresh herbs

put potatoes in refrigerator to cool

after potatoes have chilled for 10 minutes pour dressing over

add the rest of the ingredients, stir and continue cooling
