Preheat oven to 400 F. Place cubed sweet potatoes, half of the oil, cumin, half the salt, chili powder, paprika and cayenne in a large bowl. Toss to coat the sweet potatoes. Coat a large baking sheet with cooking spray. Spread the sweet potatoes in an even layer on the baking sheet; bake 25 minutes.

Heat the remaining oil in a large skillet. Add chopped onions, sliced bell pepper, garlic. Cook 4 - 5 miutes. Add beans, rice, water and remaining salt. Cover and bring to a boil. Reduce heat to low and cook 45 minutes.

Stir in red pepper that you have roasted and sliced, vinegar, hot sauce, oregano and black pepper. Stir in sweet potatoes and serve.
