Peel and sections oranges. Reserve 2 tablespoons of juice. Chop sections. In a bowl, combine oranges, a little grated rind, 1 tablespoons parsley, 5 teaspoons oil, and 1/4 teaspoon salt. Toss well.
Preheat oven to 400 degrees.
Sprinkle fish with salt and pepper. Place fish in a oven-proof skillet coating with remaining oil. Bake for 15 minutes.
Combine reserved juice, remaining parsley, 1/4 teaspoon salt, 1/4 teaspoon pepper, and rice. Divide rice between 4 plates. Top each with Tilapia fillet and salsa.
