Heat oil and saute onions & carrots until soft. Add grount turkey. Add worchestershire sauce, tomato paste, and beef broth. Reduce heat and simmer for 15 minutes. Add peas and simmer 5 more minutes. If sauce is too watery, add 1 t. cornstarch into 1/8 cup of water and add to mixture. Mash potatoes with milk and I can't believe it's not butter. Pour meat mixture into 9x13 bowl and top with mashed potatoes. Bake at 400 for 20-25 minutes.
