Combine flour, cayenne, paprika, salt, pepper, and garlic powder. Dredge fish in mixture. In a skillet, add oil and heat. Place fish in the pan; cook for 4 minutes on each side or until done. Remove fish from skillet. Keep warm.
In the same skillet, add butter, garlic, onion, and cumin; cook 2 minutes. Add lime juice and hot sauce; cook 2 minutes. Serve fish with sauce.
