Preheat oven to 350 degrees F. Cut biscuits in half to form semi-circles. Melt margarine in a saucepan. Add sugar, water, and pecans; stir well. Pour half of the mixture in a tubed pan. Place half the biscuits in the pan, rounded side down. Pour the remaining sugar mix over biscuits. Add remaining biscuits to the pan to form a top layer, rounded side down. Bake 25 minutes. Cool slightly and flip pan on a serving dish to remove sticky buns.
