Preheat oven to 350 degrees.
Whisk together apple jelly, chives, horseradish, vinegar, and 1/4 teaspoon salt.
Season fish with salt and pepper. In a skillet, heat oil over medium heat. Add fish and cook 3 minutes. Flip fish over, brush with 1/2 of the apple mix. Bake for 5 minutes. Brush with remaining mixture. Serve.
