Slice steak in 1/8 to 1/4 inch strips. Marinate in soy sauce/wine/sugar/ginger/garlic marinade for at least 1 hour. Drain beef, retain marinade. Cook beef in not stick skillet until pink is gone, 5 to 8 minutes. Add sufficient cold water to remaining marinade to make 1/2 cup. Whisk in cornstarch, then slowly add to cooked beef, and simmer together for another 5 minutes. Serve over cooked rice.
