Spray a wide nonstick frying pan with cooking spray. Crumble beef into pan and cook over medium-high heat, stirring often, until lightly browned. Drain off and discard fat. Add onion, chili powder, and cumin; cook, stirring until onion is soft (2 to 3 minutes). Stir in garlic, then add tomato sauce and and chili beans. Cook, stirring occasionally, until heated through (about 2 minutes). Remove from heat and stir in corn and zucchini.

Line a 9-inch pie plate with 4 of the flour tortillas, overlapping to fit. Spoon in beef mixture. Cut remaining tortilla into 6 equal triangles and arrange over top. Bake, uncovered, in a 350 degree oven for 15 minutes; sprinkle with cheese. Continue baking until cheese is golden and filling is bubbly (about 15 more minutes).
