place pasta and chicken broth in pressure cooker. Set to pressure cook for 5 minutes. Let natural release for 5 minutes, then release remaining pressure. Drain and rinse pasta with cold water, set aside.

in a seperate bowl, combine the mayonnaise, sour cream, vinegar, salt pepper and garlic powder.
4.In a large bowl combine cooked pasta, celery, onion, peas, relish and tuna.
Toss ingredients.
Add the mayonnaise mixture to ingredients, stir to combine. Top with sliced boiled eggs, sprinkle with paprike.
Cover and refrigerate for at least 1 hour. Serve
