Cut off caps of bell peppers and blanche for 5-10 min. Set aside in baking dish. Brown turkey and onions, add tomatoes and stir in tomatoe paste. Season liberally as desired. Mix rice in with meat mixture and fill the hollowed pepper. Cover and bake for 20 min. Uncover cover tops with ketchup and broil for 3-5 min or until slightly browned.
