Can someone help me?

Ok, so I've been really strict with my diet and exercise... go to the gym 5 days a week, cardio and abs in each and a day for arms, legs, chest and back and the 5th is pure cardio. I keep my calories to around 1250 and I've been doing this for about a month. Well my first week I lost 7.5 lbs, second week was 9.5 lbs... 3rd week I'd gained 5lbs which we attributed to muscle...but the next week after I pushed harder at the gym, I hadn't lost anything, just maintained and the same for this week... I haven't lost anything. I don't understand it!! Can anyone help me figure out what to do?
I was also wondering what kinds of exercises I should do to try and get rid of the love handles in the back. I've heard that it comes when you lose the weight, but something tells me there's an exercise to help with it.
Well any insight would be wonderful because I'm almost starting to lose focus
