Total body workouts including strength resistance training combined with cardio are going to be the most effective way to lose body fat, tighten muscles and and improve the health of your heart and lungs, especially if you are short on time or money.  Use exercises with short bouts of high intensity cardio combined with resistance training for muscular endurance. 
A lot of times there is little or no weights or machines needed.  Using your body weight can be your best ally.
I have helped many folks lose weight and get healthier with this approach.
