Cream sugar, eggs and butter together. Add salt, vanilla, cinnamon, baking soda and salt. Mix in whole wheat and all purpose flour, rolled oats and raisins.

Using an 1 oz. scoop, to drop cookies on a parchment lined cookie sheet, and bake for 14 minutes in a 350 degree oven.
