Preheat oven to 350 degrees. In a large skillet, saute onions in butter. Add beef; cook 7 minutes or until browned. Add tomato sauce and vegetables; stir well. Season with salt and pepper.

Meanwhile, in a pot of boiling water, cook potatoes for 15 minutes. Drain and whip with an electric mixer until pretty smooth. Add 1/2 cup of heated milk, 1/2 cup butter, and sour cream. Season with salt and pepper to taste; whip to mix.

Combine biscuit mix and 1 cup of milk, stir until smooth.

In a casserole dish. Add potatoes to the bottom. Spread vegetables on top. Add a layer of meat. Pour biscuit mix over top. Melt butter and drizzle on top.

Bake for 45 minutes.
