SIEMs are usually considered technologies to be used by SOCs (Security Operation Centers), e.g. ArcSight, Nitro, Sentenial, QRadar etc. etc. Globally speaking, I assume you mean provided as an MSSP (a managed security service provider that some SIEMs offer) and not a private internal one (which is difficult, but not impossible to calculate, though I wouldn't know).
