Preheat the oven to 375 F. Spray a 9" pie plate with nonstick cooking spray.
With moistened hands, press the rice evenly onto the bottom of the pie plate. Top evenly with the zuchinni and chilies
In a medium bowl, combine 1/2 cup of the cheese, milk, all eggs including whites and beaters, salt and pepper. Pour over the zuchinni mixture: sprinkle evely with the remaining cheese. Bake until the top is goldn and a knife comes out clean. Approx. 45 minutes. Let stand 5 minutes before serving
