Preheat oven to 350 degrees F.

In a large bowl, combine the first eight ingredients. Add beef to mix and mix well. Shape into 24 balls. Place meatballs in ungreased baking dishes. Combine ketchup, brown sugar, 1/4 cup of onions, and 1/4 teaspoon of the garlic powder. Pour sauce over meatballs

Bake, uncovered, 45 minutes or until meat is no longer pink.
