in a pie plate, beat eggs with water. on a sheet of wax paper, combine four, salt, and pepper. Dip steaks in eggs than in flour, shaking gently to remove excess flour. Reserve remaining flour.

add the remaining butter to skillet. stir in the reserved flour mixture until smooth. gradually add milk, bring the mixture to a boil, stirring constantly. Cook until the gravy thickens, about 5 minutes. Pour the gravy over steaks and serve.
