Cook the broccoli (or spinich) steaming preferred

In teh meantime, in small pot over medium heat slowing pour milk and broth in with the flour stirring until thickened (about 5 minutes).

Remove milk mixture from heat and fold in sour cream

Take 1 cup of mixture and mix with broccoli

In a 9x9 square baking dish covered with cooking spray put the broccoli mixture at the bottom.

Top with the Tilapia, then sprinkle with the dill, salt and pepper and lemon jiuce.

top with remaining milk/sour cream mixture cover with foil and place in oven for 30 minutes or until fish flakes.
