Wash and trim fillets. Place in shallow baking dish.

In small bowl, combine soy sauce, chopped garlic, lemon juice and sugar.

Pour mixture over fish and marinate for at least 30 minutes in refrigerator.

Remove fish from marinade and discard marinade.

Place fillets on broiler rack and sprinkle with pepper, pressing peppercorns firmly so they adhere to fillets.

Broil 6 inches from heat for 8 to 10 minutes or until fish flakes.
