Directions:  
Melt butter in huge soup pot. Add chopped onions, julienned carrots, minced garlic, chopped celery. Saute until soft, then add vegetable stock, wine, green chiles, red peppers, spices, and simmer. When the veggies are to your liking, add potatoes and simmer until done. Add milk, and sour cream. Add cheese slowly while stirring constantly.
