Crumble beef into pan and cook med-high, stirring often, until beef begins to brown.

Stir in onions, celery, paprika, chili powder and allspice. Continue cooking stirring often, until onion is soft, but not brown (3-5 minutes).

Blend in tomato sauce, bans and their liquid and water. Bring to boil.

Transfer mixture to a 2-2 1/2 quart casserole dish.
Cover and bake in a 350 degree oven until chili is thick and bubbly (35-45 minutes). If desired, sprinkle with cheese just before serving.
