Add oil to non-stick skillet and brown potatoes over medium-high heat.

In a small bowl, whisk eggs until frothy and set aside.

Add vegetables, tarragon, garlic and salt and pepper to taste to potatoes and cook until peppers are heated through.

Add eggs to potato mixture and cook, while constantly mixing, until egg is completely done.

Transfer to bowl and top with cheese. Serve while hot.
