Directions:  
Cook Penne pasta per directions and reserve 1/4C for the "cheese sauce". In a separate small saucepan, melt the butter and stir in the flour to 'cook' for a minute or 2. Add the reserved water and stir until thickened. Then add the cream cheese until melted and then the mexican cheese. Add pasta. let stand for 5-10 minutes and sauce will thicken. This recipe makes 2 - 1C servings.
