Directions:  
In a large pot, saute bacon and shallots for 6 minutes. Add olive oil and garlic; stir 2 minutes. Add tomatoes with juice, clam juice, wine, and saffron; bring to a boil. Reduce heat and simmer for 7 minutes. Add beans and fish; bring back to a simmer. Cover pot and continue to simmer for 7 minutes. Season with salt and pepper.
